1) Crit Chance doesn't even compete with Armor for major stats. It goes into Masks and Gloves that cannot roll additional Armor.
2) Crit Damage - you get like 16% at the cost of 10% armor. The 16% crit damage will amount to about less than 5% when comparing with and without because it's additive and anyone capitalizing on critical damage is going to have so much of it that these 16% crit damage will mean very little. For example it is effortless to reach +140% crit damage (2.4x). 0.16 / 2.4 ==> 6.5%. Not worth it.
3) Damage Vs Elites - PvE stat, marginally worth it only if you going full DPS, but far from necessary.
4) Health extremely poor stat compared to armor. It will give you about 30% toughness if you have as little as 80k health if you have all top rolls. Armor scales along with health so you will always get more net. Only worth rolling on Chestpieces and Masks and will give you about 5% health or toughness in total for the typical AB build that has like 200k HP raw. You can have both Armor and Health on chestpieces so, again, doesn't really compete with Armor.
5) Health On Kill - just another stat that either doesn't compete with Armor for slots or comes on Chestpieces which can have both.
6) EDR - no reason to give up Kneepad Armor for this. Rolling on Mask or Chestpiece is enough, or you can just get a 2PC Final Measure.
7) Skillpower - worthless because of the recent diminishing returns
8) Enemy Armor Damage - you are absolutely clueless. This goes into Minor stats not major stats. Not EVER in the same slots with Armor.
9) PFE - a worthless filler stat only useable when obtained from set bonuses. Armor is better in pretty much every occasion when compared.
Every stat you mentioned either doesn't compete for Major Stat slots with Armor or is simply a trivial choice, hence, no, there is no other choice except Armor unless you are in deep denial.
That's because, now, we can't reach the armor cap with base armor on gear and a couple of armor gear mods. You'd roll off armor on your backpack for skill power in 1.3 if you were already max armor. So the incentive is already in the game. By giving further passive bonuses ontop of then using smart cover or mobile cover it just becomes rediculous.

Ambusher on the UMP for example is an incentive to flank a group in cover using cover to cover dmg reduction talents etc stuff already in the game that doesnt get used...

I only got 260 toughness so I know I'm not a tank build when there's people that have 400+. I tend to pick armor that has the stamina stat though (why is it called stamina when it has a health icon?). Maybe I should focus more on firearms. Nomad and defense set help keep me alive anyway.
I don't concern myself too much with quick kills though. Hell, back in the new days I was taking on challenge missions right off the bat. My partner thought I'd be chewed alive in the late level areas. He called me "pretty impressive". Made a good team. Not all about the damage output, you know. I fight smart.
I just wish there was enough difficulty to make for "a good team" with a partner again. Those were the good days. Working together and pushing up together and flanking together. Not so much strategy after I got the 256 gear... Honestly, it feels like high level gear is ruining the fun factor. I want the old days back dang it. But if I got good gear I'm going to use good gear 'cus it's there.
My gear is probably average at best btw. Set items for ya. Work with what you got.
