Imagine there was a +20% damage bonus for players out of cover when you shoot from cover and you see 4 rogues running towards you.
Take cover and take them out before they can get into cover. If they do get into cover they've slowed down and other people who may be chasing them will also join the battle. If they leave cover to try and rush you, they will be prone to getting 20% damage taken.
Being in cover makes you easier to hit.
Less Armor will just make you die faster everywhere. Won't matter if you are in cover or not.
Cover fails because it is failing to provide its one and only benefit - loss of Line of Sight. If somebody runs up to you to engage, what cover are you going to jump into to lose line of sight when they are point blank? No cover in the game will protect you, especially if you have little Armor, you will just get wiped before you even get into cover.
You can't reduce Armor globally and expect people to use cover, especially if ganking becomes so much more prominent due to reduced survivability...
Not to mention reduced armor will devalue deployables and Mobile Cover, because you will get killed before you deploy them, especially Mobile Cover...
Now if being in cover gave you more obvious benefits than the bleak reduction of your hitbox profile, along with all the movement penalties you incur, maybe it will become a more conscious choice.
Reducing armor would make it so you use even less cover in PVP.
Just pop those already powerful seeker mines and with less armor just melt anybody who survives them in 0.1 seconds.
(Already seeker mines makes it so you can't stay in any cover since that way you take the full damage for explosions and that is bad if you want to win and not to die)
Would make it super easy to just camp at end of any street etc while on manhunt and just melting everybody coming even near you with seekers + low firearms lol.
If they would like to have actual cover based shooter heals should be nerfed to almost non-existing, weapon damage buffed a lot and all skill that deal damage to targets in cover like seeker mines, BFB, turrents etc should be made so they deal very little damage.
Even then most fights would start in the "open" but it would force you to use cover quickly since there is little to none when it comes to heals and you take so much damage if enemies are able to shoot you even body shots.
There would be so much rework required to get that ever to work that I really don't see it happening.

- Remove the ability to revive in PvP. You can only get revived if you get downed by an NPC.
- Give people in cover actual benefits. eg. +Dmg bonus.
- Penalize people for being out of cover. eg. +Dmg taken.
- Reloading can not be done while running. You must take cover or jog to reload. If you're not in a good position you always have 2 other weapons at your disposal. Running in circles like chicken while reloading is hideous.

I see that kind of situation: group of rogues, they killed a few people and then they run, find a good place with covers and what? you want to kill them and now, now is a problem if they strong and have a good tactic and they are in a good place. sometimes it's almost impossible to get them down. and with less damage and more damage taken?
