    Yeah.

You can add stamina to prevent the chicken run fest and use of cover while recharging.
You can make the armor active ( just like the NPC bar ) instead of passive. Same as stamina, will recharge slowly only when using cover.

So basically a COD player will be screwed if will avoid taking cover constantly.

Unless, ofc, the devs prefer this COD game-play despite they advertised the game as a cover based rpg. In this case I demand the " Bunny hopping " feature ))))

Once i rediscovered the talent that adds stability in cover, this game became a cover shooter for me lol

To be honest do they actually know what they want what we have to what they advertised is so far from each other it's sad.(as a cover based RPG it was good 1 - 30 on it's release) as a cover based Dark Zone again the DZ from the Alpha/Beta upto 1.1/1.2 it was a must a viable thing tactics and a sense of skill was involved not now or for quite a while it's either a Benny hill style chase in circles or Roly poly for a few mins. Either way it's a crap fest.

Having played a squishy skillpower character since launch, my cover to cover, rolling skills and environmental awareness is superior to most anyone else. If you wanna see more tactical movement then force it.

I have 150k toughness, melt instantly against AB players stacking armour and firearms.... But can 1 shot them every 5 seconds.

Reduce armour. Bring the fear. Force tactical thinking. Make use of mobile cover style skills because of it. Better team bonds etc
    Very enterprising idea!!! NOT!

    Are you working for massive?

    - Exotic Dmg Resilience +10% while in cover.

People will stop running in circles and start taking cover.
Sounds good but we have already smart cover for that.

I'm using cover most of the time because i dont want to be the team-mate who ****s the mission up by dying in front of enemies.
some don't use but i dont care.
Even in the open world i use it. So i think players who don't want/need to use it you cant force them to do. If they are able to stay alive they have a pretty good build i think.
Mine is ok with 317/390/118 (Tier 5) but i'll get down in secs (in incursions) if i dont take care about cover.

    Different people, different playstyle.

I would go for even more cover incentives, I would like to see:

    1. Automatic bonus for being in cover (+25% accuracy and stability, +10 dmg to targets out of cover, +10% all dmg resistance)

    2. Make smart cover relevant (slight dmg buff scaling with skill power along the other stats + changing it so you loose buffs as soon as you exit cover)

    3. Take away from DZ the nonsense that is ability to revive downed players (revive possible only when killed by AI, from player instadeath), so we can start to have something we can remotely call fights using cover system.

    4. As others said, no shooting and no reloading while running (depleting stamina is not neccessary). Something in the GR Phantoms style, you cant do anything in full speed, reload will automatically put you in walking state, and for a short time (like a split second) after stopping running you have drastically reduced accuracy and increased recoil, or similar.

    5. When I think of Phantoms, I really miss those cover/movement options in this game: crouch/prone stances, rolling to sides while prone, sliding into cover/ throwing forward instantly to prone stance etc. Would be much more enjoyable. Accordingly distribute accuracy/stability bonuses to stances etc.

6...more "cover" focused talents, stats etc...enough for now...well I could write at least 20 more which I miss here in game, but thats not exactly to OP topic.

    +1

I completely agree. The cover mechanics were THE one thing I enjyoed the most when I picked up The Division. And I had to play and try out lots of stuff to beat the game solo to 30. Once I dinged cap level and got showered with gear things changed. For once my survivability skyrocketed but the more I approached a definite "set" the worse things got. After a certain point going into cover simply wasnt needed anymore. You could simply run over opposition and watching videos confirmed this. Everybody is just circling and dodging.....cover isnt part of the gameplay anymore.

A shame really. I often find NPCs overpowered but I understand the boost was needed (and probably a first iteration) to bring back a semblance of challenge.

Smart cover still gives a damage bonus? I thought it was changed?

Also smart cover only applies to a certain radius. I'm talking about all cover, everywhere. The smart cover would give even more bonuses.

I used to play with smart cover but stopped since they removed the +damage buff.

I think if you do that teams of rougs will get even stronger vs lone or small groups of random. Maybe it work for you pro guys groups but i do think PVP need very big reworking. As a idea what you guys think is nice but that is what i think. I rfealy wanna make a build to battle with them rougs but so far and a great success
