The issue is the Poor way Massive separates players in the DZ.
This is an RPG PvE centric game, with an "Optional" PvEvP area. Many RPG MMO's have open world PvEvP serves or PvEvP zones or PvP areas in them and with Numerous classes and skills there is no way to have perfect balance . Some classes are better in PvP than others.
That said, the DZ works as intended. It is suppose to be The Most Dangerous place in the Game ,,,,so Yes Power matters there and that is why your trying to become better geared,get better weapons,perks,rolls,mods,etc..
The issue is that there is to large of a difference in power because massive has a abysmal ranking system .
If they come up with a Much better system to separate players where they would be less far apart on the opposite ends of the scale it would be a much better experience for those gearing up.
I remain heartened by the fact that the DZ has been ignored for a while; it suggests that even the developers (including the ones that proudly proclaim they enjoy being a-holes) realize the best plan is to let the DZ wither on the vine.
Those who like it will continue to enjoy whatever it is about the DZ they find entertaining, while the devs need not create any content in the DZ and can move on to more fruitful pursuits.

patch 1.4 was not supposed to balance PvP, but they released the banshee set
patch 1.5 : m870 nerfed.
So they try to adjust the DZ with every patch they make, even if it's only small tweaks.
That's what I'm talking about. Last major change was rope cutting; after that it's trivial tweaks. DZ is ideal for them: no need to do anything serious with it. It can either keep trucking or go away, and it doesn't affect the game at all.
(Now, personally I'd like to see it go away, but only for story reasons -- it makes zero sense anymore in the context of the rest of the story. I don't care if it hangs around for game purposes, but story wise it's a dead end).
