Thoses guys should rather have worked on decent volumetric fog, so lightning like we can have in GTA5 ( or / and better a GI ) instead of that unoptimized crap certainly added in 5min during their coffee break.
And its certainly not because "only few computer can really handle that". I bet my virtual hand that its because they didnt spend time on correctly code their shader to have a good ratio : visual / resources needed.
Or they are just not good enough to achieve the "same result" with cheaper tech... i mean, since Crysis2 there is particle that can receive lightning - soft particle.. you can perfectly give a nice "cloud" feeling only with particle... = not that expensive
Without the need of going all out with very expensive "true volumetric cloud or whatever what's their "fog" really is...
i think gameworks volumetric fog all over the map would be impossible for handling and also would make the game pretty buggy for normal play, i was talking this to a friend just right now in a few minutes ago, they have to review this into a less demanding soluction, we can have different layers of particles and textures to achieve this cloud feel without compromise the gameplay and improve the visuals at low cost.
honestly, i think this is what happened too, not only bad implementation of the fog, but also they couldn't translate their vision for ingame/in engine without compromise the most important thing here: gameplay and performance
This is what's really important. There's a lot of time between when they put out a video debut and releasing the game. Edit: And yes, after 2 pm it burns off back into the normal fog. I didn't get somewhere to see it until about 1:30 but the whole bay was covered in cloudy fog.

I think the fog depends on the video settings.
I pretty much allowed Nvidia to optimize the settings for the game. When I was playing with my GTX 680 I didn't see the fog once. As soon as I installed my new GTX 1080 and optimized the drivers... holy cow!
So foggy that I was having trouble driving a boat.
I literally had to go into the settings and turn it off. It is very cool but I'd rather be able to play effectively, at least in multiplayer.
