I agree with you, maybe they can reach us and say the truth at least? "We can't add the fog like we show on marketing trailer because there is no PC or at least a very minimal percentage of machines that can handle this with an acceptable fps, so we downgrade the fog"
this would be MUCH, so much better than they keep lying about it.
Not sure about the fog but I have watched the sun go down and the water (this is on console) is amazing .

If you're trying to find Karl, here's a tip from Patch 1.08:
"San Francisco Fog (aka “Karl”): Fixed a timer bug that was causing the iconic fog to appear less often than intended. On the days it appears, it will show up around 6PM and disappear around 2PM the next day. In a future update, we’ll adjust and randomize its appearance times, so you can enjoy it more often. If you are eager to see it, you can always make the time pass faster by taking a nap on the sofa in the HQ."

Take a note this is a screenshot used on steam to advertise the game, this is the fog we are talking about on this topic and the fog we found on the very last patch is not this one
so, there are some possibilities here:
1) this fog never existed for final users, because nobody saw this on their games
2) this fog receive a big downgrade, because this might be extreme demanding for "normal people" ran on our machines, since the game is already in a very bad shape about optimization, something like this could kill the performance in a unplayable level
3) we are talking about the same fiasco of E3 where the game was advertised and showed something that wasn't delivered for the public
4) if this really exist on our currently game, how we can see this? not mention the many times we go sleep on couch, this never going show up, there is a cheat to make this appear?

What we have now is nowhere near what we're waiting for.
What we have now is a pretty basic normal fog where you can see only the things in front of you at a very short distance. But when looking at Karl from either sides of the bridge, there's nothing but fade to white.
