At the moment there is only one solution that can solve this problem. Problem occures in Russian version of game and Windows users who has Russian user name has this problem. Solution is to create additional computer user but with English letters in it,and thats it. Run the game under new user and issue wont bother you any longer,while we waiting fix.

Вообщем сделал так: "создал на рабочем столе папку Documents,потом эту папку положил в путь C\Users\ и там вставил папку Documents. Потом открыл проводник,открыл свойства в папке мои документы,выбрал кнопку(окошко или как это еще назвать) расположение,нажал кнопку "Переместить" и указывал C:\Users\Documents нажал применить потом нажал "да" "переместить на новый путь"(там в окне будет указано где старый путь и где новый) !и у меня заработало! -при этом папку Documents она преобразовала в "Мои документы"- (проверил все ли на месте все сохранения и другие игры) открыл Uplay игру Watch Dogs 2 загрузился, и проверил- все работает! делает снимки много моментально и красиво,а главное нету эти 123 внизу слева угла экрана. Вообщем спасибо всем! и всем пожалуйста!"

Also, every time you enter the game, it cleans the whole in-game gallery, along with your ScoutX completion. (Even I can only finish one!)
but you can still find these pics in my games\Watch_Dogs 2\LocalStorage0
What I'm very sure about:
My C Disk has enough space. (382GB free)
And my PC specs are above the game recommend.
What I have tried:
1. reinstall the game
2. delete my save file and start a new game
No good.
