KingKamina is right, Midwest Faction Bonus Mission has the highest payout. Other than that Faction Missions in general are probably the best way I know to earn Bucks. I made a list a while ago and calculated Bucks per hour for every Faction Mission. Here are the Top7:
(All following numbers are without smartloot, so if you have all parts for your cars you will earn even more)
1. Fleeing the Country (Street Spec, A to B, Midwest, ~10mins) - 223k Bucks/h
2. Highway Child (Circuit Spec, Race, West Coast, ~55mins) - 217k Bucks/h
3. Leaving LA (Circuit Spec, Race, West Coast, ~10mins) - 209k Bucks/h
4. The Hurrane (Dirt Spec, Race, Midwest, ~2:40min) - 189k Bucks/h
5. On Thin Ice (Dirt Spec, Race, Mountain States, ~2:40min) - 184k Bucks/h
6. White Mountain Loop (Dirt Spec, Race, East Coast, ~2:40min) - 181k Bucks/h
7. The Point Of No Return (Circuit Spec, Race, Mountain States, ~2:45min) - 180k Bucks/h
All the other Faction Missions are a bit behind, these are the best. And of course all of the Bonus Faction Missions are better (but are only available for 2 days - and the Wolves). It is about 4 times more Bucks from the Faction Bonus Missions, with 845k Bucks/h from the Midwest Bonus Mission.
I also tested PVP and found out that you can reach almost 200k Bucks/h with the most efficient tracks. However there are also tracks that will only get you around 80k Bucks/h so on average you will be around 160k Bucks/h for playing PVP, which is definitely lower than playing Faction Missions.
Now there are more money making methods than that, for example drifting on ice or in the salt flats. But I didn't test that enough to give any numbers here.
All my calculations include loading times, waiting times (in pvp) and the time it takes to navigate through the menus. I calculated with my PBs on the tracks and an average error of 3%, meaning I multiplied all my times with 1.03, so they are slightly slower and represent a time I can do consistently. Hope this helps
