I removed the Driver completely with DDU and installed the newest Driver (manually) again. It helped zero. I can run the Game "ok" with temporal AA, VSync Off, 3200x1800 Downsampling, starting the Game with "WatchDogs2.exe -eac_launcher" and use Afterburner to Fix FPS to 59 over RivaTunerStatisticSever. Now it runs smooth with 60 fps and a lot of Tearing. How Easy....

I have a similar problem with 5820k@4600mhz, 64gig and GTX1080. I can have 100 Frames and the Game does the same yours does, but not so extreme. It happes on all settings, extreme or low. With Vsync On it is even worse. Win 7 64bit, latest drivers. Asus X99 USB3.1, Sound over Onboard Soundcard (Realtek)

read somewhere than a completely clean install of nvidia drivers might fix it, gonna try this tonight

Worked for me, the stuttering got away, however I still have only 40fps with my 1070 on 1080p.
