I have a Intel Core I5 4460 with GTX 1070 and I put the recommend settings on which is high. I hit 40/60 FPS or more at random times and then it goes down to 20/10FPS most of the time, when I go into a battle scene or when I am driving really fast, it stutters and then I get low FPS.
I put the graphics up at Ultra and I get the same FPS, with the same stuttering and I get about 30/40FPS when running around, sometimes it hits 60FPS like it did on the first mission of the game.
I put my graphics down to the lowest settings to check see if it was my hardware, which it isn't. I get round about 30/40 FPS... How do I get less FPS on lowest settings than highest settings and i get more FPS? I don't understand that.

Have to say I am also having bad FPS problems, I have 1070 and at tutorial everything on Ultra get between 55-30 when I drop quality to high get 60-40 I am at 2k, am going to try 1080p
Ok even at 1080p with Ultra setting, I am still getting 60-40 at tutorial, not playing until its fixed what a disappointment.
Can you refund on Ubistore?

I downloaded it today and if I use the lowest settings I get 40fps max and then the ultra settings I get a minimum of 25fps so it doesn't matter which settings I put it on I can't get 60fps. I've even overclocked my cpu and gpu but still nothing. specs below
cpu: AMD fx-8350
gpu: evga gtx 1060 sc 6gb
ram: corsair 16gb ddr3 1600
mobo: asus sabretooth 990fx r2.0
psu: shaw evo 995 (cancerous & unstable but it's meant to output about 500w)
1920x1080
