Ironically, I bought is 3 days ago on xbox and liked it so much I just got it for PC.
You guys should have a second purchase out of me, but if unresolved I need to go get a refund and no DLC dollars either.

I've been struggling with this issue for a while now and my ubisoft support ticket finally got a response. They had some instructions for me to gather information on what requests were failing and then work with my ISP to resolve the issue. Unfortunately my ISP is comcast and they were completely unhelpful, so between my treatment from them and ubisoft, I'm giving up on ever being able to play this game. In case the instructions I got from Ubisoft are helpful to anyone, I'll post them here:
At this point, we must troubleshoot your remote connection to our servers and see if there is any data (packet) loss in-between your network and our servers. If packets are lost in-between, many issues can come up including but not limited to connection errors, corrupted downloads, CRC errors, etc.
1. Download TCPView from the following link, and extract the contents to a new TCPView folder on your Desktop.

2. Close all other running applications that connect to the Internet. I recommend that you copy this response into a text file and save it for reference so that you can close your web browser. Web browsers can clog up the TCPView application that we are about to run depending on how many addons you have installed.
3. Inside the new folder you created, there is a "Tcpview.exe" file. Run this file to start the program.
4. You will see a list of all of the system's current connections to the Internet.
5. Launch the Uplay Client and login. The TCPView application will show connections made to our servers.
- On the far left side under "Process", you will see one or multiple Uplay entries appear.
- Keep an eye on the entries, as the text may appear with a background color
- If the background behind the text line appears in Red, this is a failed connection
- You will also see a field towards the middle called "Remote Address". Write down the remote addresses that are associated with the Uplay entries.
Now that you have the remote addresses for our Uplay Services, we recommend that you contact your Internet Service Provider (ISP). Request that they perform TraceRoute tests on your network and connections. They may request the remote addresses that you have or simply have you run Uplay while they monitor your line.
What we are trying to do here is see where the data packets are dropped. The ISP technical support representative can tell you whether the packets are dropping on your network or if they are dropping on the line outside of your network. Request advice from them in dealing with any issues they may find.
Not just a PC issue. I have a friend who has had the game since launch on PS4. Has never had an issue, paid for the DLC pass and has not been able to log in because of the delta c-1-198 error since Nov 22 of last year! Going on almost 2 months now! An it's BS that this hasn't been listed as a known issue and addressed! An to be told repeatedly to contact support and submit a ticket is BS. Nothing they suggest works. Game worked fine, then doesn't when nothing has changed on user end... yet they try to put it on us the user as it's something on our end. Can game online with no issues with EA or Rockstar and connecting to their servers! Router/modem reset/ changed to suggested settings, PS4 reset in safe mode/database rebuilt... nothing works!
I got this for my birthday for PS4 and I'm having the same problem as well. Reminds me of the ESO connection issues. I don't understand how a game with mandatory online connectivity can get released with so many issues. Even Destiny didn't have it this bad unless it was getting hacked. My favorite "Fix" for this is the port opening (Port 80 being particularly funny to me). Not call gamers are technophiles that would know how to do this and would just the same return the game as to jump though these kinds of hoops. I don't know. I found a work-around for this issue after all other troubleshooting steps did not work for me. What I did was log into my router and change the gateway firewall from Medium security to Low. I'm going to do some more digging around to try to find a better solution since this probably creates security issues.
