Yeah Im still building up. Armor is a huge problem. It's literally impossible to get passed like 50% armor. I have armor on everything even mods and am still at like 53%. Armor has always played way to much of a role in this game. They really need to redesign the armor system so you're not forced to always need to use armor to stand up against NPC. The problem isn't really NPC for me I dont care about any of that its just the balance is still way off in this game. NPC still seem scaled for people that have high armor caps but when the armor constantly gets lower in new world tiers it makes NPC seem like they hit harder.
And also bullet sponge isn't helping any of these problems either. The TTK is way to long still and especially in a 4 man group the NPC health scales way to much.
This focus fire crap where you need all 4 squad members shooting 1 guy is just stupid and takes any fun away from playing. The NPC should have normal health no armor bars just a health bar. Named and juggernauts like the LMG guys can have armor bars cause it would make sense for them. But shotgun rushers grenade throwers etc... should have armor bars these are supposed to be the trash mobs. But right now every fight in this game is like a boss fight with all these NPC running around with 2 health bars.
This is my problem with the game. Gun fights need to be more tactical like you get when you fight the hunters in survival. You should have to use tactics and flank NPC to kill them not have 4 guys spraying a Magazine into 1 guy. Thats just horrible game design.

Yeah if you go solo on enemy in 4-man group its somewhat spongy, but I can take them down relatively easily even then. There are multiple dmg buffs you can use to melt them like on normal.
I dont have such complaints, group play is about group play, too low enemy health and its like shooting at BoO range.
Solo play is at good point too...only thing missing for me is better weapon balance.
Edit. And many people are saying solo play is hard/impossible again on challenge, some in this thread too...and thats not true at all.
I'd say you're either A: Crap at the game. Or B: Doing something REALLY wrong with your build.
I've got 4-piece Alphabridge and 2-piece Nomad. With the exception of a very recently aquired holster, all my gear is 229. I'm running the 256 Pakhan too. I've been soloing the challenging missions in WT5 (Except Consulate, those healers are a bastard!) and I've not noticed any return of the 1-shot, snipers or shotties. Yeah they do some decent damage if they get close enough but not even 1/3 of my health. Also I'm running ~250k DPS and until I got my new holster, ~280k Toughness with 47% mitigation.
Of course it helps that thanks to Alphabridge my Pakhan has Brutal, Ferocious, Deadly, Destructive, Self-preserved and Predatory. I got kinda lucky with my other MG :P
So yeah, crap or doing something wrong.

Yes, in WT5, NPCs surround you and force you out of cover. If you expect NPCs to just stand there while you just shoot them from behind your one cover, then WT5 is not for you. If you want to play in T5, then you need to adapt your strategy (i.e., git gud), solo or with a team. You already know NPCs will charge, surround you, and try forcing you out of cover. Can't you think of any way to prevent that? Things like using crowd control (grenades, turrets), moving from cover to cover, looking for a spot that's advantageous for you (high ground, funnel, etc)...
Then there is your build... it's not just about DPS and toughness... or even armor. For example, you can have 400k toughness, but if you have no burn mitigation, you'll get fried by a cleaner in no time, not necessarily an elite or boss either. You need to learn to stack damage (and what type of damage) as well as mitigation (and what type of mitigation). I personally don't even look at the DPS/toughness numbers.
Then there is knowing your NPCs. Shotgunners are squishy, susceptible to crowd control. Grenadiers all have weak points that need only a few bullets to make them explode. Big guys with shields hunker down, while big guys with M60s charge and will kick-destroy your turret if they are close and you don't have enough electronics to shock them/make them burn. Some have different resistances, it seems. Chains laughs at fire but you can stun him. Erksine, Five-O, Fray, they fry nicely. Snipers are better LOS'd until the end, if you get close they switch mostly to pistols. Don't forget your explosive/incendiary rounds.
If I have one complaint about NPCs, is the movement. Some sprint faster than Usain Bolt, and change directions so fast I feel I am playing Duck Hunt. They also, sometimes, get stuck going back and forth from cover to cover. If I had 2 complaints, they don't seem to run out of incendiary ammo or grenades. Other than that, know your NPCs, know your surroundings, know how to stack damage/mitigation... or stay in WT4. You don't have to play in WT5.
