I am witnessing absurd amounts of input delay between my actual input of action and the action being carried out on my in game character.

First thing I would like to clear up.
The XIM-4 is the mouse adapter I am using for this test. The XIM-4 has an extremely low MS and is a completely negligible factor in this test.
Second thing I would like to clear up is that my display has a very low amount of ms or low enough to where I do not notice it in other games.
I was considering using my controller for this test, but found that using the mouse made it easier to see the delay.
Camera Sensitivity is at 100%
Aim Sensitivity is at 100%
Analog Dead Zone is at 0%
Have done multiple tests with different sensitivities and different dead zones, but the delay still remains.
In this video, I hope to display the amount of delay their is in this game for the actions. If you pay attention to my mouse movements, you can clearly see the in game character's motion continue even after the mouse has stopped moving. It is even more noticeable when I display the rapid back and forth motions. You can see my mouse moving left or right and the game still registering the previous motion; basically my character would be looking the exact opposite direction.
I don't know if this is a connection issue, a rendering issue or whatever. All I know is that it's really ruining the experience of the game for me.

It's a huge problem since 1.4 launched. I have logged in for less than an hour since this patch and this issue is largely why. Over the weekend I logged in just to get my supply drops and I could barely control my character. I am using an OEM PS4 controller and the on screen action is sometimes a full second or more behind my actual inputs. Other times the game just ignores the input completely. For example this weekend I had to press the button about 15 times before my character would perform a roll. Another I time I switched from walking forward to backward, but on screen my character just keep moving forward for several seconds until I stopped and started moving again. This issue affects all inputs for me from movement to menu interaction.
The XIM4 is problematic, in general. However, lag or delayed reactions from a PS4 controller directly plugged into the console should be investigated by Massive. It happens quite often going through the inventory. The menu of the cache contents and your personal inventory gets desynchronized. Some items are put into the wrong category, e.g., wearable gear item is in weapons sub-page, and vice versa. The cursor stutters for several seconds moving to the next item. This sounds to me like a network delay in responding to a control movement.
I do witness this delay without my XIM4. I also think it is a network issue. I notice it is worse or better at times. My internet is not sub par internet and I am always wired. I don't notice extreme amounts of lag in other games either. I haven't noticed it getting worse after 1.4, I've just noticed it being there aver since day one. I did not notice it during the beta of the game.
