More than likely, and those who don't have time because they work all week (like myself) lose out on testing out the main part of this patch in their free time, which I only get on the weekends. Fantastic, I can bet on it being down next weekend too because "reasons".

The games Patch Notes and or News Feed section IS the one place that this key piece of information should be listed. I was unable to watch the most recent state of the game and was not back home and able to test out 1.5 till today and I wasted my lunch hour trying to figure out why the hell SURVIVAL was showing as offline!

ATTN MASSIVE: Key information like the temporary disabling of a DLC on the PTS should be listed in the games patch notes and or news area. These are the places you normally place important details and so this is where we go to find this information. Stating it in the weekly state of the game and or on the blog are great additions but this info needs to be in the games designated information areas first!
not sure if you knew or even tried to find some info, but here is the info they provided and its pretty clear to me.

As being pointed out already, this is indeed intended and has been communicated earlier on.

I wonder, would it be possible to change week 3 to something that offers you the best of both worlds: After 1 completed Survival run, you get locked out of Survival and are forced to play other content (and this on perhaps a daily basis). This way you could possible strike a balance between testing both Survival and 1.5 base content.
