You know why the freedrive chat is limited to a max of 11 Players (if even)? Because a session can only hold 7+you (plus Crewmembers which totals 11 then).
And for the 100-200 suggestion, I experienced this back in NFS World when this chat was open globally and it was a nightmare in some channels.
Also what arctic mentioned, until April 2015 the F7 chat was bright green and much more readable than todays ugly purple. Whisper was and is blue BTW and the System chat isn't worth being mentioned because it only contains global PAMSGs for Maintenance anymore.
The thing is I am for extended sessions too in the way we can switch that -and then the F7-chat would of course have more players. And for the usage of the chat I still blame the players because many don't seem to know how to use it aka move/resize, using the block feature etc. If you get invited into a crew by a random player, chances are high no1 (!) will reply in the Crewchat. Which is just stupid because you can not expect anyone to activate the crappy Voicechat (Teamspeak rulez!).
Why do I blame the players? because the Chat activates itself at the games start because without the chat being active (no matter if its hidden with F3 or not) you won't see other players because you're not connected online. And then many hit F3 and hide it right away so its THEIR fault for not communicating with others -which again is an important part of a online Multiplayer game. And btw it's the first step for communication as there is no public Ubsioft Teamspesk respectively VoIP isn't activated by default.
I got a couple notes on that. While it is true that there are not more that 12 players in a P2P network at the same time, there are still the Ubisoft servers that are used to find other players in the first place and to store your progression. These servers could be hosting the chat between up to 200 players.
As for the chat potentially being abused by spammers and haters, I think that could be combatted with a proper use of chat rules. I've already mentioned some at the end of my original post, like only being able to send a certain number of messages in a timeframe or being auto-removed from a chat if the majority of players blocked you.
And I don't think that the players are at fault that the chat is dead. You can look at almost any other multiplayer game and find an active world/map/region/all chat. And if you don't believe that only introverted people are playing The Crew, then the only thing left to blame is the chat system.
I myself don't use the chat because the players in my session are changing constantly and I probably wont see them ever again. So there is just no point for me to chat with anyone.

Most people in free drive dont use the chat -like myself - and if people play with friends, they will most likely use sonething other than the in game chat.

Just to clarify what Lotus said (and he's right, he got the answer straight from the lion's mouth, so to speak ^^), the reason that more work hasn't yet been put into the chat is that the devs know that most players who want to use comms do so with apps like Discord and TS. Given that these are specialised comm programs, IT understand that they would struggle to develop a better system in-game that would make players switch away from these 3rd party apps (simply put, 3rd party does the job better right now).
With this being said, the text chat itself is something that they can look at moving forward, and Lotus and his fellow attendees gave some great feedback on this in person with the devs last week. I don't have any exact details to share, and even less an ETA, but hopefully they'll get something in the pipeline soon

Sounds great Gaid.
However I think the devs aren't right about 3rd party (chat) apps. You can only use them if you have 2 monitors and I think the majority of gamers only owns one like me. I also don't like to use voice - so there isn't a chat alternative. Steam/Uplay could work but both overlays are broken since a couple of patches ago.
If they improve the chat system and allow bigger chatrooms it will be a gamechanger for me (for the better).
