I thought I was going to be bummed out with my Dead Eye build but it's not too bad. Using a short range scope does wonders. It shreds through NPCs. I even went to the Darkzone and tried it out on some rogues. I was able to drop 2 of 3 from a group in a quickness. The other got away. You definitely need to keep your distant cause your movement is slow when you focus in on your short range scope. I'm usually switching in and out for movement sake. I'm running 4 piece Dead Eye with 2 piece Nomad. Still working on this build, I know I can be a whole lot better.
I did the same test, but if you use small optics will make your aiming movement slow. In pvp is a dead sentence. In most cases you must shoot and move at same time, in this cases say good bye to 100% chc. If you scope with zoom, you get serious tunnel vision. If you have a no magnification scope, your mouse-look speed is crippled.
I get around the mouse-look problem 2 ways: I frequently swap between scoped/not scoped AND as a PC player with a good gaming mouse, I can swap the resolution of my mouse on the fly and overcome the mouse-look speed issue that way. That's no help for console players, so this dumb game mechanic should be fixed: scale the mouse-look speed to scope magnification, no magnification, no slow down. Full zoom (12x?), full slow down.

Aim is much slower than it used to be, but like you said, this can be mitigated by leaving hard aim and going back to hard aim when over target.
Maybe I just don't understand what they are going for with the mechanic, but the only difference I see is that moving the aim when hard aimed is slower than it was in 1.3.
