Friendly Fire should be higher. Part of what makes it possible to fight multiple opponents is limiting their ability to attack because they might hit friendlies. If friendlies only take 10% of the damage (or whatever it is) that enemies take, then even if they spam and hit each other, you'll die first, so it doesn't even matter that FF is on. They can just go stand in a zone and heal up afterwards anyway.

It has to be high enough to be significant. Otherwise funneling enemies into a narrow corridor to manage them won't work. Positioning yourself so you're not surrounded won't matter. And without these two key parts of combat, one vs many simply does not work.

Thermopylae wouldn't have worked without friendly fire.

I again disagree, FF is just fine as is. The hit stun caused by ally attacks is bigger than you might think. Also there is revenge mode which fills VERY quickly as long as you can block some external attackers a couple times.

If you are having issues with outnumbered situations then I will tell you to really try and nail those external blocks and focus up on defense in general. Eventually it will click and you will see dealing with outnumbered situations on your own is entirely doable. Not easy as it definitely shouldn't always be easy, but it's doable. As I said earlier it's even more easy when your opponents aren't particularly skilled or used to effectively ganking someone as they interrupt each other and attack all at once making blocking easier.
