I have not seen this before, if this is already in the game and intentional then ignore this.
In an underground mission, one phase challenging playing solo, I completed the mission and went to open my inventory and it was blocked with the message that inventory was locked while under a status effect. All enemies were dead and the only status effect was the typical visibility being reduced. As soon as I found the lever and flipped it to get rid of the reduced visibility I was able to open my inventory.
Bug or intentional? If intentional, why?
It's not a bug, it's intentional.
They worte it in the patch notes.
Don't ask me why they did that. Maby they forgot to aktivat "this feature" form the beginning on.

Players are no longer able to open their inventory while under status effect.
So in the underground where visibility is reduced, and you're stuck in a corner or what ever and you'd like to switch out to a different weapon, you can't. Yeah I can see why they didn't want us to open our inventory whilst under status effect, makes sense now.
I had a more serious version of this playing through a few minutes ago.
Underground, solo, challenging, fog of war and mad skills.
Using ballistic shield I encountered one of the skill jammer stations, I killed it, but for some reason I was still under the jamming status effect for the rest of the mission (pretty hard when I can't heal or use my shield!).
I managed to complete everything and kill the boss. My inventory was full, couldn't pick up my underground cache or any of the other dropped items because of the status effect. Shocking myself didn't fix it, emp'ing myself didnt fix it. Ran back through the map to see if I could get in another status effect, that didn't work either - and the jamming station that I had previously killed was back up but unable to be destroyed (it wasn't emitting a pulse though).
Anyways, pretty annoying bug! Couldn't do anything to get my loot.
