So I'm collecting blueprints for The Jackal and I need to collect the second to last blueprint (iirc) and it's at Cannon Ridge but whenever I finish the track, the wheel isn't available to spin because Butch has boarded it up. I've completed the track around 10 times now and beaten "Turbo Lover" every time but I still can't get the blueprint. The only other mission available is one to complete three track, but I need The Jackal in order to play those tracks. I was wondering if there's something I've missed or whether it's a glitch or something.
