this game seems more CPU hungry rather then GPU i have a 970GTX with a AMD FX8320 everything is low or off and i will be 80 FPS in close quarter spaces but lucky to have 50 FPS in open areas
even with 40% on streaming distance and 0% on Object Detail my CPU is 90+% all the time ingame but my GPU is based on how much fps i get
if i am doing more then 80fps in the Terminal its like 90+% if i am outside the BoO where i get 55-60 FPS its like 60%.
my CPU is a 3.5Ghz 8 core running at 1600mhz and its what is causing my throttling back on the FPS and usage of my GPU.

What are your other system specs? Which exact version of Windows do you have? How much system RAM do you have? Etc.
Have you looked at the Nvidia performance guide?

You should carefully read through this guide and learn which options you can change to a lower setting in order to improve your FPS.
Quite a few things can be changed from high to medium — or even to low — without having a big impact on visual quality.
I use an i7 with a GTX 980TI and 16MB ram.
This is a video from the main game but I'm happy having a setting of 60FPS and you can see its pretty stable at that setting.

I decided to use MSI Afterburner and Riva Tuner Server overlay to watch my GPU/CPU performance and memory usage in game. I came to a couple of different conclusions.
Enable wind-affected snow: Every time it starts snowing and this settting is on the CPU usage percentage spikes above 90% and causes frame rate drop.
Volumetric Fog: If it gets foggy as well and this setting is on max, expect more high CPU usage.
If you put the fog on low and disable wind affected snow, it gets rid of a lot of the frame rate drops.
