Er, trying to min max (optimise) build as you requested but I cannot find any level 33 weapon or gear mods (mixture of level 30 and 32 gear mods on new characters generated) unless grinding, 229 weapons as well (although less of an issue) so this may not reflect outcome. For clarity weapon mods too are missing completely.
New character only has gear set caches. DO we need to grind to find them?
Please advise if incorrect and where to find.

you can sell all the gear sets from the caches and buy with this money mods, etc from the vendors.
I'm not sure if these mods can be level 33 but this could be a reason.

Create multiple new characters to get more caches to open up and use. Transfer them over to your main test character and have fun.
I've created three chars so far and I'm yet to find 4 pieces of the gear set I'm looking for, let alone pieces with good enough roll combinations in order to min-max with.
I'm very keen to spend time on my build but lack basic resources to work with.
Giving us caches in a new char is a very good idea though.

There are 2 perf mods on sale and firearms and stamina mod blueprints at level lvl 33 so they exist but these are not optimising (especially for those without mats)you can sell all the gear sets from the caches and buy with this money mods, etc from the vendors.

Granted it is a bit tedious. but there are ways. When you create another lvl30 character and open all the sealed caches just sell everything, and turn around and spend all the credits on Basic Sealed Caches.
While also providing a source of weapons, mainly doing this method will provide a good source of crafting materials and phoenix credits #birdbux. As I said it is tedious, but do this a few times and you'll have more then enough to buy the level 33 mod blueprints from the terminal vendor.
If you prefer you could spend the #birbux on weapon/gear mod caches also.
Also worth spending 30 minutes fast traveling around the safe houses, to check for any good lvl33 mods. For instance yesterday at the vendor in Hudson Camp there was a lvl33 firearms mod with 205FA & 237ARM.
