This is one of the biggest flaws that was in the Vegas series. In the older games, there were no invisible trigger points for the A.I to magically spawn into action guns blazing. They were all loaded into the map before the game even started and acted accordingly. I'm pretty sure these magic trigger points are still present in Siege. That's not tactical freedom Ubi Soft, that's forcing the player to play the game a certain way, the way you want them to play. Games like Swat 4 are one of the few shining examples where "tactical freedom" actually meant something. The A.I was loaded before the level started and they never played out the same way twice, which is why the games replay-ability was sky high compared to the trash we get today.
