I contacted to Ubisoft support and I can confirm they can't activate manually this actions because they don't have access to the required web (assassinscreed.com/unite), exact words.

However, they could activate other action with the same problem, (Child of Light, send item to friend with server off, so you can't send anything).
But with this no problem, Ubi support han been able to activate manually.

So they can do it with some games and others not...
