did you have a previous video card installed ?
did you wipe out all your old drivers with DDU before you installed the 1070 ?
also have you checked to see if possibly a backround application is the cause ?

what are your other Specs ?? .. keep in mind the game will not launch with a dual core CPU like a pentium G 3258 you need at least a QUAD CORE CPU

it also may help if you delete your Far Cry 4 gamerprofile.xml file
this file holds all your video config settings
you can find it in Documents \ My Games \ Far Cry 4 \ * a long series of letters and numbers varies from account * \ folder
when you delete that file .. the game should create a new one with the Default values ..
the next time you launch it ...*note* you will have to adjust your video settings again via the in game menu's
also a few months ago there was a problem with both FarCry 3 and 4 with Nvidia Geforce Experience Shadow play in the geforce drivers themselves
so try opening up geforce Experience and shut off shadow play , if you install Nvidia geforce experience with your driver packages
dunno if Nvidia fixed it ..as i never install any of the Geforce Experience software with my Drivers .. as i can set up my own games and have no need for the other crap Nvidia pushes out with the drivers
i use a factory overclocked ASUS Strix GTX 960 and had nothing but problems with many of the newer Nvidia drivers
so i only install drivers from ASUS
then
only install
video card driver and control panel
PhysX
and HDMI audio , in case i wanna watch a movie on my big screen TV via my HDMI out on my vid card
other wise i disable the HDMI audio in my windows audio control panel if i'm not plugged into that big screen as a secondary monitor
i never install
no 3d vision software (since i do not have an Nvidia 3d vision supported screen or the Nvidia glasses needed to use it )
no Geforce Experience (as i found it to be buggy in the past in setting up my games )
