Check firewall settings. I had it too and had to grant access for the game inside ESET Smart Security firewall.

With ESET, when the game starts, it asks for permissions. That's when I ALT+TAB to the permission dialogue and allow it. After that everything works great.
If there is a rule already created by the automation in Norton, reset that rule or delete it and let the firewall create a new instant rule for the process.
Remember that the process has to be the PTS one, meaning that the location of the executable has to be the PTS folder.
Check also the Windows Firewall, as it can make your life tough.

played the game for over 5 hours and out of sudden it game me Delta C-1-191 while i was doing a mission,checked my dns,firewall everything is fine and never changed anything during gameplay.
Any alternative solutions to fix ? going nuts

I don't think its just you - a friend and I were kicked out simultaneously; we were in a safe house. We've been trying to get back in for 20 minutes now.

I'm having the C-1-191 error as well but it's only started recently. All my settings are in order as well. Is there any further level of permissions I can give the PTS or could this issue be caused by something else? It seemed to happen around 2:55 AM CST for the first time. Are the servers simply down? Am I insane?
