It would be very immersive if the players would receive Intel at any random given time about a High Value Target or HVT being spotted. Players could be in the middle of a mission when an HVT opportunity pops up. Players will be forced to choose between carrying out the current mission or abandoning the mission for the chance at capturing a HVT cartel member.
I don't know if I'm ok with things like this because it sounds a LOT like the extra nonsense that happens in FarCry 4. I find it incredibly annoying in games when I'm trying to complete a mission or an objective and then the game throws some side objective at me that has no relation to what I'm currently doing - I know I don't HAVE to do it but as a completionist it's frustrating to get side tracked for no real good reason. In FC4 you can't do anything without running into a supply truck, a courier, a random gun battle, a roadblock, an animal attack, etc.
If there was a tangible benefit like making enemy QRF reinforcements slower to respond, giving you precise enemy numbers at a location, or something along those lines I'd tolerate it though.
I'm more for this outside of missions. Like in the Crew where devs distract you from your road with activities.
It would be fun that when you go somewhere one of your intel give you the location of a HVT but then it needs to have some sens : give you the road of a cartel convoy, the position of another HVT, ...
distraction just to distract with no risks/rewards is not intresting and frustrating.
