I played the Beta, which was fun, however, I didn't buy the full game due to all the hackers, apparently it was worse than siege, which I did buy... and siege had A LOT! Has the division been fixed yet? i.e reduced hackers, reduced...overall issue's, and is it now worth spending £20 to buy it?

If you're not fiscally challenged £20 is a fair price for a game that is being given a big overhaul.
Look at the threads about the PTS and you'll get some idea of what's going on. If you have access to Twitch then some steamers are streaming their PTS experience. Same on YouTube.
This PTS is still a work in progress and is going to be released in about 6 weeks I reckon.
Very exciting times ahead in The Division.
