I remember a similar argument being made about email a few years back when having 2 MB on your Hotmail account was considered enough. Make decisions; they used to say. You dont need to keep all that email around, they used to say.
Then GMail came out with 2 GB of storage and essentially took "deleting" important emails because you are running out of space out of the equation in one fell swoop.
Massive needs to do a little out of the box thinking here.
For a moment, let's consider something as ridiculous as removing the limit of stash storage space completely.
The same way Google could manage to give every user 2 GB (a lot more now), and how restaurants manage to stay quite profitable despite having "unlimited" buffets, giving unlimited stash space would not crash and burn Massive (nor be an unsurmountable engineering problem.)
Yes, a few outliers (the most active users), say 20% would use a tonne of storage space. But the majority of users (the rest 80%) would only end up using a fraction of what the "hoarders" use.
And that is how we would not only end up giving a much better UX to ALL users, but also avoid having to worry about additional costs (whether we are talking about real money here or additional load on the server's memory) for the majority of the time.
We should not make a engineering problem into a UX issue.
This game needs every possible bit of UX/QoL improvement the devs can muster up to reach its potential. This would make a big change for a lot of users when they are not forced to "make" decisions about what sets to keep and what to sell/deconstruct when they just want to collect more loot and "then" see what they can put together.

I thing unlimited is out of range, and pointless, because players add stuff in it, and forget they have it. So it should be size.
But in game like Path of Exile i have a lot of tabs so I can hold all I need, or don't want decide if leave it, or not. If i go farming with friend, I don't like take time for manage items, I want play.
I now u have some problem with transfer, because how it works, but maybe add on side new stash tab which is loading on fly, small animation and after close stash gc resources.
You really need work on it, because without 4 characters is impossible to hold one item per set, and some times is good to have more with new meta (tank/dps/sp)
I have got an idea for stash, since there is a new so call "field proficiency" which you can earn caches by earning XP, we can use that to earn slots for stash as well, such as - once you hit the xp point, you earn an extra 10 slots for the stash. Since level 30 is 70 slot, when you earn xp at that point you not just get caches but also 10 slots. Of course, massive can actually put a limit to that or unlimited, it's all up for them to decide, anyway this is an RPG/SHOOTER game, everything we do we had to earn it.
I have no interest in hoarding, but I can't carry even remotely the number of legitimate builds around that I want.
I gave up on even carrying weapon skins ages ago, my inventory is just legitimate pieces of my builds.
I have been forced to intentionally use subpar items that could be used in multiple sets instead of specializing for specific builds, because I simply don't have the space to keep "ideal items" for specific builds.
This is an RPG and yet I couldn't carry even half the number of viable 1.3 builds around that I wanted.
This is a looter, and yet I am given almost no space for loot.
This is multiplayer, and my group constantly has to stop each other to wait for people to delete items.
Why do I have to "choose" what builds I want, and have to destroy them if I ever want to change, just because I don't have space? I'm going have to destroy secondary sets like deadeye just to have room to try other sets like the new hunter's faith when it comes out.
How about this:
You can group up to 6 items to 1 "box". These boxes would only take 1 invetory space.
So you can put your layout inside 1 box, for example 4 sentry and 2 predators and you could name it.
Now you have 6 items that take only 1 space from invetory. THIS would also make it easier to deal with multiple loadouts.
Hell these boxes could even be bought! 100,000credits per box.
As a season pass holder I want to invest my time in this game. I do this for fun, not for work. The game as it sits is very work intensive. I find my self not playing because I have a to do list I must accomplish before I can play the game. Managing 4 characters for storage, Wasting time logging on an off to change characters. Trying to remember who has what. And endlessly managing my stash is taking the joy out of the game and it is becoming a burden to play. I want to farm, I want to play, I want to gather gear and have the excitement of finding something better than I have. The work exceeds the joy right now. And frankly because of it many I play with are done with the game. Fix this please if you really want to relaunch this game.
As mush as we would like to increase Stash Size again, the latest increase was the maximum we could afford with the way Stash currently works.
We're going to investigate the possibility to tweak the way Stash works in order to allow for more storage space, but this is not something we will be able to do for Update 1.4 unfortunately.

Being a dev myself, I wish I could work on solving these problems and to my heart it feels like a engineering issue vs something else:
We get a stash space of 70.
However, we can effectively get a lot more by "smartly" managing our items. Putting all the gear mods in items with slots (increasingly so with performance mod slots, etc), putting weapon mods (5 at a time) inside weapons (I had all my weapon skins inside of weapons anyway, so they not occupying space doesn't really help players in the know).
But, the fact that each item (even those embedded inside other items, because of its unique rolls, and properties) is still unique means that it is occupying database space (and memory, in a live server) somewhere.
Therefore, we are currently forcing users to jump through hoops to effectively get the stash space they really are afforded. Maybe that is something we can address in the interim before we can start talking about a increased stash space?
Because while hardcore/softcore players will jump through a lot of loops to manage their stash space and go hunting through multiple characters for the exact mod in some weapon, a casual player will probably just say "meh, this is too much work for a game."
To be honest 4 chars is not enough. THey really should of made it 8 chars like most games have as your number of chars you cna make. Even if it's just a long rang and short rang set up it would be nice to change your gear likethat, even if it's limited to outpost and certain zones. Like you can't change your gear set that way while in combat.
