1. What is the issue you're experiencing? Cant equip gear mods on holster , other items cant be fully modded either.
2. What were you doing when this issue occurred? equipping gear mod.
3. Are you able to recreate the issue? yes.
4. What you done in an attempt to correct this issue? restarted game and tried other mods and other gear.
5. Have you ever experienced a similar issue on the Live game and not the PTS? no.

Ok so it don't look like its a bug as I've just noticed that some mod slots only allow performance mods only where as others are free to hold any mod type.
