It no longer works at all.

Reproduction:
Lose 2 health segments. Press Medkit. Check for buff icon and check damage mitigation in character screen.

Buff icon doesn't show and mitigation remains 0%.

Just wanted to add another confirmation on this and note that in previous releases, ANY type of heal would proc this talent, not just medkits (first aid, recharger smart cover, any support station, heck, even weapon talents like self-preserved). I personally feel it should be reserved to ONLY affect medkits, otherwise this talent will be overpowered in 1.4.
