I just played a few of the two v two matches and I was wondering if anyone else had a problem with people spamming block break. as soon as they got a hit they would do block break and continue to hit me and there was nothing that could be done. this happened over and over and I have not encountered this in dominion.
As far as I know, no class can do a continuous guard break. The Conqueror sorta can, but they need to land a heavy attack before they can do it. If the enemy is that close to you, you need to keep them at a distance or ignore the analog stick for blocking and keep your finger on the guard break to counter it instead.
I have never been able to dodge a GB, which I feel that you should, but I might have crappy timing.
GB-spam is something that is extremely important for some classes like Orochi and Raider. They need to get the GB in to lock you down or carry you off to a nice secluded place. It can be a cheap tactic, especially since we're not given a way to escape the Raider's grip, but in the end I think that consistent practice should mitigate this problem. I know i suck at GBs, both escaping and using for myself, and it's a big flaw in my tactic.
Guard-break counter time needs to be lengthened a little bit. A player with dramatically above-average reaction time might counter 4 or 5 out of 10 guard breaks. Light attacks, heavy attacks, and even special attacks have a window that's long enough for good players to always counter or avoid, as long as their character is not locked in another animations. But guard break provides so little opportunity to counter it, you're lucky to hit the button fast enough even if you know it's coming and already have your finger on the button.
The main issue with this is that why would you ever do any other type of attack when Guard Break is the hardest to counter, it gives you free hits, and there are no repercussions for spamming it? It should be balanced the same as the other attacks. It really is that simple.
I would agree that the counter-break needs slightly more time for people to legitimately be able to rely on it as a skill. Not sure if it was latency or net code or what but it was highly unreliable for me to use in the alpha. That being said, it did work a good enough amount of the time for me to use it to some effect, simply couldn't rely on it. The best way to counter some spamming the guard break is with a light attack. The guard break, in my experience, does not actually interrupt an attack if it's already been initiated, so if you begin to even SWING a light a attack, you should follow through with no problem and be able to chain until the other player begins to defend and is forced to switch strategies.
I can't say all this with absolute certainty, only shedding light on my own experience on Xbox One. If you take advantage of the fact that guard break does not actually interrupt attacks and can only be used on a guarding opponent it isn't terrible to deal with.
One exception is the "shield bash" from the Conqueror which while it isn't an actual "guard break" it can function as one to close distance and push back an enemy and automatically blocks an incoming attack if timed correctly. As I played the class extensively during Alpha I can assure you that it is a powerful move however definitely not broken or OP.
Hope this helps!

against more experienced players you won't easily guardbreak without feinting or parrying.
Problem is that with exception of the knights, the other classes can quick step into a guard break. The risk/reward factor of guard breaks is not balanced. There is basically no risk for spamming it, and the reward is substantial. Yes quick classes can R1 mash through it, but if you get caught once, that's it. There needs to be more of a risk factor to guard breaks, so that while they remain useful, they're not preferable to everything else.
