Daily Orders will give (I assume a reliable) 500 steel per day if you complete both challanges. They have stated that these Orders are the primary way to collect steel.
That's still not a lot. With that you're looking at maybe 700 or so steel a day, which is the cost of a single premium gear pack for a single character. Would be nice if you could dismantle equipments into steel instead of just xp
