Is the alpha going to be region locked?

In the alpha FAQ the supported countries are split in to USA & Canda/EU. Does this mean the alpha (Entire game?) is going to be region locked?
I was planning on inviting some of my friends who live in America.

The Closed ALPHA itself is currently region locked to the following areas: North America: USA & Canada

United Kingdom, Norway, Sweden, Finland, Denmark, Germany, France, Switzerland, Belgium, Netherlands, Italy, Spain, Portugal, Greece, Austria, Luxembourg, Liechtenstein, Moldova, Romania, Bulgaria, Albania, Macedonia, Montenegro, Serbia, Bosnia and Herzegovina, Croatia, Slovenia, Hungary, Slovakia, Poland, Czech Republic, Andorra, Ireland.

In relation to the full game itself, I'm not entirely sure what the restrictions will be.

Do you know if you can switch regions like you can in League of Legends for example?

That I am not sure about. I don't know entirely how the region lock works for Ubisoft.
