There isn't really a tank build as such, at least not in the traditional mmo sense. You wont be taking 'aggro' and you wont just stand their taking all the damage.
I may be completely wrong here but from my game play I would suggest:
:: Getting your armour to 75%. This pretty much a given thing you had to do. Thats 5354 armour value
:: Getting your health to over 100K. Thats 3333 stamina
:: Getting your skill power to at least 35K preferably higher
:: Use Smart Cover, Healing Station and Survivors Link skills.
:: I've seen lots of different suggested gear sets but i'd try 3 piece Final Measure, 3 piece Alpha Bridge. 50% Exotic Resistence, 15% protection from elites, 2 extra med kits and 100% increased health regeneration. You could also go 3 Final Measure and 3 Tacticians.
:: At least one health on kill talent on your two primary weapons. Personally I like 2 on my SMG , preferably self preserved and sustained. As you can carry as many weapons as you want there isn't really a best weapon. Different weapons do a different job and you just have to learn when to use them. I would say however, for LMG's carry both a L86 and an M60. They do very different jobs.

You want vigorous chest piece to get booster shot with overheal.
Then you want either 4x reclaimer or 4x tactician tbh with you.
It varies whether you go for PVE or PVP tank.
Inventive backpack is also suggested at least with 4x tactician+ Vig chest.
SC+Boostershot or Kinetic riot shield+boostershot are the skills you want to use.

If you're wanting to build a tank player there's 100's of different gear set combos/skills etc. that can be effective. I'm going to suggest my favorite build I use and that is 5 piece sentry and vigorous chest piece. It yields 2300 firearms-540k toughness-42k skill power. Talents i use are triage, shrapnel(you'll see why below,) critical save, and precision. There's a variety of other talents/combinations you can go with just make sure whatever you choose compliments your build/skills/weapons and talents. Triage would be the only one i would consider mandatory when in a group. When building a tank character you have to be able to offer more to yourself and/or team than just being a "tank" and this sentry vigorous build offers a variety of abilities that will make you your teamates new best friend. The weapons i use are a first wave M1A, tactical sasg shotgun (I call it the sassy g) and a first wave x45 pistol rolled with harmful and toxic talents. Make having the harmful talent on pistol a priority, toxic can be replaced with another of your liking i just prefer toxic. I can keep going but those are the main benefits it offers. Since you said your new to this game this build may take some time to put together. So if you're interested in my suggested build I can go into further details with you on the best and fastest places to farm this gear and share pics of the build for you to use as a reference. I'm not going to say this is the best build or dis-credit other suggestions in this thread like you'll see allot on this website. This is what works for my playing style and may be worthless to someone else's style. That's how most games are. I hope I was able to help in some way.
