Think of it this way. Throughout the entire story you play as the 'good guy' against amongst others, rogues. No chance to switch sides.
All incursions so far are played as the 'good guys'!
The only place to go rogue is the DZ, which is only about 25% of the playable area.
The rogue system is just TCTDs way of introducing PvP whilst trying to keep the game 'in character'!
BTW, I did see the trailer and it stopped me pre-ordering until I played the open beta. That changed my mind.
