That would defeat the point, if you don't want your opponent to be revivable then you have to have the skill and expend the effort to kill them with a heavy attack and finish the execution. Yeah, I can see both points of view. The reward for finishing your combat with an execution would be diminished slightly if you could just finish them with a light attack and then just follow it up with a ground execution.
However, if they did add ground executions, maybe have the animation take a long time to play out so it can be easily interruptible? Also, maybe make it a lvl 2/3 feat that you can select if that's something you want to actually pull off during combat. Make them sacrifice a feat selection for it.
In an unrelated note, does anyone else want a small animation to play while we are reviving someone? Like maybe a kneeling animation to show we are reviving someone. Because the way it is now is really strange. There will be times where I am unsure if it's working or not because there is no animation. This would also help you see when an enemy is trying to revive someone so you can stop them in time.
I actually like the idea.
But only if the animation were at least twice the length of a 'normal' execution, as if the executor is taunting their victim beforehand. It couldn't be as simple as 'Step over person, stick sharp thing in face'---they'd need to display some swagger, or further intimidate their defeated opponent.
It would be expected from someone confident enough to finish their opponent on the battlefield in such a manner, and it would also give allies ample time to interrupt it, so there would be some risk in performing it.
With a long animation (perhaps not 2x a standard execution) I think it's still an opportunity cost when you're up against a well-oiled team; choosing to take the time to execute a downed foe may cost you an objective capture. Revives would still happen when you get to a fight too late to prevent the takedown but fast enough to prevent an execution, then if you win the fight you're immediately reinforced.

I'm a Chinese from Taiwan and have been practicing Chinese martial art since I was seven. My fields of expert are real life combat and full contact weapons combat. I am 21 now and is an assistant trainer of weapons combat lessons. There is one thing that we teach our students again and again and that is: Finishing the fight is not "a part of the fight", it IS the fight. You won't survive a combat if you go in fighting without the commitment of finishing it. Also in Chinese value and I believe in Japanese value alike, you only leave your opponent to die slowly when you don't see him as a real warrior. To execute a downed enemy is showing honor to both ourselves and the enemy. Plus ground execution actually could be very dangerous for the executor because a true warrior don't stop fighting even when he/she is downed. Several factions of old Japanese and Chinese martial art style have specific moves for the downed user to kill the executor on the ground.
