The PvP in this game was broken from the start and never worked like intended. Just look at the pre-release videos demonstrating cover-based tactical PvP. That what I was looking for when I bought the Game. Not the crazy-running around hipfiring crap.
This change is inefficient and dumb. Until PvP is balanced, no such small changes matter.
One of the problems that people have with DZ is being shot in the back while fighting with mobs, with no chance to fight back, because you can almost never catch the rogue if he prefers just to run away. It is not PvP - it is greafing. Damage boost would be Ok, if not this problem. So the devs should have resolved the issue from the start of the Game. But until it is resolved, this change only make it worse. The possible solution for this could be couple of things: set minimum rogue timer for at least 5 minutes (with the timer for manhunt as 10 minutes), so the player could come back to actually fight back. The other thing: add some damage protection for the player been shot by other player (not from his team). It should be a "shield" for at least 3 seconds and work like once in a minute (not to be exploited). Or how about running speed penalty for rogues? This changes will help to start PvP in DZ, not hit-and-run gameplay.
The other problem: devs made player characters the same. They continue to tell us, that they want diversity, but their actions tell us otherwise. How could they and we, players, complain, that everyone use the same way to play PvP, if that is the ONLY way. Of course all agents will use only most efficient gear and skills. But they have all the same stats and skills. So if they get the same gear - they continue to be the same. As the gear score progress, people have easier ways to become more the same than ever.
Devs had good chance to bring some diversity when raised DM from armor up to 75%. Chance to make actual tanks, that prefer close range combat, and hard hitting marksmans, shooting from a distance, to oppose them. So that optimal range stat would actually mean something. What's wrong with the tanks, btw? Nothing, if not everyone around runs tanky as hell and you have means to oppose them, if you want to. But devs screwed up with the idea by making the way to get max DM too easy. It was easy then, it is even much easier now, when GS is raised to 268. So everyone is running 75% DM. What the point? You may remove this stat from the Game completely now by replacing it with a hidden stat (same as for PvP) - no one will notice. So few devs wasted time and resources for nothing.
Speaking of GS, devs have no idea how to balance weapon talents and requirements for it. Some talents progress harder than other with GS, some just stuck. Some requirements are absurd: crit chance require huge electronics and talents granting bonuses for using skill require huge firearms. Almost every weapon talent can easily be unlocked just by using two gear peaces to match requirements. So everyone is using the same weapon talents in almost every build. This weapon talent system should be totally reworked.
But first of all devs should understand one thing: the Game have both PvP and PvE. And in current state PvE is a bit more balanced. It is also easier to balance because devs are able to tweak NPC as they like. Keep it up - balance the PvE to the max: balance all player character stats, weapons, skills (signature included). And ONLY when it's done, start searching ways to balance PvP. Please stop fixing one by breaking other.
Guess, I can go on forever about how broken RPG system and Gameplay in the Game are and how devs have no idea what to do with it. But the idea of this post is to show how absurd such small tweaks are when devs have no complete concept of the gameplay, they way how the Game should be played and the means to make it played that way. Devs continue to act inconsistent by adding damage, than damage mitigation, than damage back. Resources are wasted, nothing done.

You literally ruined the DZ by doing this. you've created a new meta when there wasn't really an old one. yeah some people built their characters as tankticians, but most DID NOT. So you increase damage which hurts balanced players by making them weaker so now they have to go tankier. They thing i loved about the tank meta was they couldn't hurt you, they could just survive. It was WAY WAY WAY better than the crap we're dealing with now. Supergroups of smartcover shotgunners who all run massive firearms and massive electronics since smartcover keeps them alive.
