Damn that really isn't well thought out, so if I was too get my gs to 220 and do the ug on normal could I still expect just as good drops?

For me the first basic 'fix' that needs to be made is removing the overlap between GS. A badly rolled 240 should always be better than the best rolled 214. Same for 204 over 182 etc.

If SVD get higher base damage then everyone would ditch every DMR and stick to this weapon, why? because SVD bloom act like pre-nerfed balanced talent on DMR. My SVD has Toxic and deadly talent, and now i never use M1A again simply because i could quickly switch between target, applying both sentry and blind debuff way faster than when i use M1A.

Balancing Borderlands type pve weapons and gear is super hard.. If they actually made weapons in pvp balanced across the board like say BF CoD and Counter strike the pvp would be far far more competitive but nope..

I picked up a 229 assault rifle and SMG. I tried to do the underground on hard and got my butt handed to me several times. Ended up going back to my 204 Aug and Historian to complete it. Those weapons look good on paper but they really have a meh factor in the field.

I was solo. The NPCs were relentless and the shotgunners do insane damage even with 75% damage mitigation. The Historian helped much because it helped me pick them off from a distance and the Aug was used to mop up the stragglers. The 229 assault rifle just did not do enough damage in enough time to keep the NPCs at bay
