Yup, you can go to Uplay right now and buy season pass for 39.99. The next 3 paid expansions are included with the pass. So buying that pass now should give you underground tomorrow. This is PC version though so if you are on xbox, then I don't know if they have season pass for console available at all times like they do for PC.

Underground is available for 14.99$ [USD] outside of the Season Pass. There are already options available on Amazon and GameStop.

I submited a ticket with the same question. Iam on PC and there is still no option to buy the DLC apart from the season pass. I will share the info when i get an answer... if i get an answer

Since the patch isn't out yet than they haven't sold it. I'm going to bet tomorrow it will show up on steam and uplay along with other places for 15 bucks.
