I just received a (unnecessarily loud) notification that I should go look for Mirella (Candy-Girl) in the saloon. But in the saloon are the same people as always.

Wrong notification or should she actually show up?

I finished the story quite a while ago. Also did the Mirella/Candy missions that followed later (but still a looong time ago). Last mission was one for the fanboy about beating Leroy while doing tricks. Didn't do the following Leroy mission, because as said elsewhere I'll not do that without being able to read what Leroy has to say (fix the tranlslation and that will change).

I too get this notification every now and then. It's been happening for a long time. Mirella is never there when I check.

Yeah me too. The notification says that Mirella is getting withdrawals and needs her fix.

happens if you didnt enter the game for a while, right?

I'm sure it shouldn't pop up though. I play the game everyday and I've only had the pop up a few times so am not sure when/why this happens.
