Civilian's in Need Vs. Agents in Need

At the very beginning of the game giving items to civilians was useful and necessary but now they're only giving me a grey weapon. **ck grey weapons.. I'd keep my stuff if not for the fact I like to rp helping out of the civilians in need but lets look at this another way. What about Agents in need.? If you want something from me and I'm going to help you, what do you got?

It would be nice if Civilians gave me things I actually need like:

    *Blue division tech
*HE crafting materials(preferably Electronics or Tools)
    *Intel
*Actual Intel like there is a target of interest in the ne. Which could kick off a HVT mission for free. I'd also like to see HVT targets give me a rough idea as to where the target is and then I have to go do some reconnaissance which might include getting intel from civilians. They live in this area and would know things we might not.
*Locations of cache's we might not otherwise know about.

Great concept with a lot of ramifications. Too much work for Massive.

Well.....i see a lot of people in here posting about "morals" in a video game. So where exactly are the morals in looking for gold in exchange for a bottle of water or a candy bar? The most noble acts are the ones you do without being rewarded.

One of my favorite things in this game is when a civilian walks towards me looking all hurt and hungry then ask me for a soda....

i remember the first time i gave it to them the NPC responded "i owe you more than you know", which made me think you owe me a diet DR.Pepper because i would never give away my non diet soda to a stranger

That would require effort on their part. It's clear they only seem concerned with low hanging fruit.

I don't bother with them, it's utter garbage what they drop, and my need is greater than theirs

instead of asking you for stuff, they could actually ask you for help and you need to do something. save their kid from rikers, get some personal goods from a house about to be burnt down by cleaners. some minievent if you want to call it this way. might actually reward you with intel or crafting materials afterwards. (srsly, cloth can be found everywhere, why wont npcs pick them up, do they like freezing?)

Good god what a bunch of ****s

I give em whatever they want, the BoO has more anyway. Never know when a black leather jacket might drop.

Am I the only one that thinks something is bugged with these guys? Granted I have almost all the vanity gear I'm sure but whereas it seems the vendor has a piece of clothing maybe 1x/week that I don't have and can purchase I haven't had a civilian in need drop a vanity piece in 6 weeks easily of daily play. Same with the crate in the BoO.

What started making me more suspicious that it wasn't just bad RNG is that I've also noticed at least 95+ percent of the time they drop a gray sidearm or gray glove. I'll pay closer attention but I don't recall, say, a gray holster dropping since the vanity pieces dried up.

I would be so stoked to see this happen. The good person in me usually gives them what they want for whatever reason, but its incredibly pointless. Its not even like the experience goes to anything. It wont even give us the gratification of leveling up!
