Can't we argue, however, that all the Ghosts missions have been "black missions?" In every game so far, they have always had American flags and sometimes the ghost patch (with the words ghost written below). I do like the new look though and it it feels appropriate given this new era of the Ghost Recon franchise. It all depends on the situation really. In the first few games the Ghosts were operating "officially" to combat an organized enemy force in a host nation that, as far as I can tell, mostly welcomed US intervention.
In this game, it's entirely possible the Ghosts were deployed without the Boliva governments invitation or knowledge.
Well, The Ghosts are in Bolivia without the Bolivian Goverment knowing about it, why would you break the surprise when you are attacking? Besides, we know Santa Blanca has some insider in the goverment otherwise it wouldn't survive this long, which if the government knew that a spec-ops unit is working in their country, so does the cartel
