Open world doesn't mean sandbox. This isn't gonna be like GTA where you can do whatever the hell you want. You have a clear objective and that's to dismantle the cartel. It's not a chose who you want to be RPG style sandbox, it's a military sandbox. Not to mention this sounds like a gross waste of resources and time that could be put into something useful in the campaign.
It still screams GTA ripoff in my opinion, plus if this was to be in the game world, I doubt the Ghost AFO in Bolivia would have as place to actually do something like this. Plus there's a lot of better stuff they could implement in this category that work as mini games. What about something the the map searching thing in Splinter Cell Blacklist? I don't believe commando235 meant to be mean. Calling the idea trivial isn't exactly mean itself. I would personally side with commando when it comes to mini-games. It doesn't seem like it would "fit" with the Tom Clancy design rules to have mini-games. It just doesn't have much place in a Tom Clancy game (in my opinion).
It's a neat suggestion, but it's already in Assassin's Creed and Far Cry franchises I believe. Not sure if it's entirely needed in Tom Clancy games.
