procs from talents like "one is none" is considered a skill in terms of procing of weapon talents. i have an SMG with Capable on it, and it procs when "one is none" procs. and with an SMG with over 60 rounds in the magazine, its up pretty much all the time.
i guess taking 2 months to figure it out is better than not. wonder how many players dont know this.
it makes weapon talents like Capable, Adept, and Competent a little more valuable.
i've never had a problem with that. or at least never noticed it.
point is, people think weapon talents that needs a skill to be used isnt useful. if a players talent proccing is considered a skill activation, which my testing seems to show, then the 3 weapon talents are more valuable than people realize. for example:
capable: increases weapon handling (stability) for x seconds after using a skill
Adept: increases Critical Hit Chance for x seconds after using a skill
Competent: increases weapon damage for x seconds after using a skill
with one is none proccing as much as it does, those weapon talents are pretty much running all the time.
they should just adept it to match the client-sendrate (i assume its only 10Hz so every 100ms).
if they would just make it every x ms (x= (1 / (rpm/60)) *y | y= number to reach the nearest amount to a multiple of 100) to procc and therefor give you a chance of 50%
to get 50% of the spent bullets back, the calculation wouldnt cause troubles anymore.
the high rate this calculations have to take place (e.g. 1000rpm vector = 1 bullet every every 60ms !)
is very likely the problem here.
so, to match it the 10Hz sendrate (assumption!) it should procc e.g. every 300ms or 600ms, etc.
but therefor take the spent bullets into count.
so yes, the procc would have to adept to your rate of fire as well.

fire a full mag with one is none off (and please make sure the talent is activated), see how far (and fast) it trains.
then turn one is none on and see how far it gets, and how fast it gets there.
