Health / (100 - Armor%) x 100 = Toughness
It doesnt factor exotic resis/other resis.

The only thing that bothers me is the guy playing the new incursion had 244,000 toughness,yet a level 32 veteran sniper took 60 percent of his health in one shot,exactly the same as it used to be.
I think it's just a number and we will have to look at stats to find actual Hp.
Either that or enemies take a percentage of health,if that's the case it dosent matter if you have 50,000 toughness or 500,000.

Hit points from NPC and we don't even know what their damage output is? So lvl 32 rushers hit for 225,000 toughness. This new stat isn't going to affect PVP at all, it will still be what your base health is.
