much like Bf4 I believe the answer lies in "region"

there's no region lock to the servers, there's no choice of where you go.

if I jump in the DZ immediately after update day (11am BST) - zero stutter for at least 4 hours, then of course the US starts waking up and coming online and.....the stutter starts.

I'm on XBox One, and i have the stutter. I've tried without VOIP and headset - but the problem remains. The more people active on the server instance, the worse it is.

Had the same problem on X1 but I managed to fix it. I just uninstalled the Division and reinstalled it (didnt move it or anything), and once it was done it worked like a charm (after uninstalling, clear the Xbox Cache before reinstalling). Have not experienced any stuttering ever since. Hope it helps and works for you guys too if you try it.

And THIS is why you can't be competitive in the game. The lag is a toss up on who will win the gunfight. Its a 50\50 who has the lag at moment of engagement.
