Don't no what platform you are on, but I am on pc and find this game very CPU intensive. I have an overclocked 4690k with a good air cooler and my temps are at around 60deg with an ambient of around 72deg and I get the occational stutter with in game graphics at medium. I run FO4 on high including mods and smooth as silk. FO4 graphics detail is just as detailed as TD.
See that's just how broken this game is from top to bottom because there is a definite difference when I unplug the headset from my controller. Yes I can tell the most right when I enter the dz. Then you say you have tried other things and have noticed no difference at all. xb1 here and yes about every 10 seconds I get a short bit of lag like my screen freezes for about a second or so and then I'm suddenly a couple steps further down the road. its very annoying and the game didnt used to do this so much. and this is only inthe DZ. I did probably 15 missions today and never had lag.
You are exactly right. I have this game on the PC and on the XB1. I have a top of the line PC 2x980ti in sli on the X99 mobo wired to the switch/router with fast internet and I do not get this lag. When I play on the xbox 1 I get that 4-5 seconds then frame rate drop or stutter. Xbox 1 is also wired to the network. It makes using the MP7 really really hard on the x1. I hope this goes away. I beleive this might be a Windows 10 problem. I do suffer from it on my XBox One, but I noticed that all updated Windows 10 computers on my network have a significat data transfer drop ever few seconds. I though it might be the adapters but I tested the same adapter on a Windows 8 and it didn't have this problem. I also connnected through my phone hotspot to see if the problem was on the router. Apparently not, because the issue also affects the phone connection.
A way to see this problem is to stream the Xbox to a windows 10 computer using Xbox app. I did that and left the xbox on the division welcome screen where the character is. The stream would freeze every few seconds, very much like the DZ, but only on the computer stream, not the xbox. The reason I believe is because streaming the xbox is a network intensive task, which stuterrs when the network freeze kicks in, every few seconds.
You can also open the task manager and clock the network tab to see the network transfer graph while watching the xbox stream and you will see the drops in data transfer when the freezes occur.
The fact that it doesn't happen on PS4 corroborates this.
