Dualshock4 controller bumpers not working correctly.
When I use the dualshock4 controller (PS4) it works perfectly but on any track in track central that asks to use either R1 or L1 it will almost never work. The odd thing about it is though is that the support is there, on one map I played it said to use the bumpers to change a slopes gradient, and it worked, it didnt work straight away however, it took quite a while before it registered the input. Would really like to see this fixed since some maps are incompleteable like this. Also side note, he does leaderboard scoring work? It looks like its for getting good times and faults on campaign and DLC maps but then how are there people at the top with little of the campaign done? They are reputable player, you can find there videos to prove it, but if thats true score cant only be from campaign, right?

Issues with the controller inputs are related to cross platform track sharing. Because of the slight differences between controllers tracks that have custom logic that use controller inputs might not work properly on all platforms. Unfortunately at the moment there is not a solution for this problem.
The global leaderboard is based on career mode tracks however there are two reasons you may see players with little progress high on the LB. First is obviously cheaters but for the players you are asking about this is probably not the case. Most likely what you are seeing is players who want to speedrun the whole game. When they do this they delete their local progress and this causes odd behavior on the LB. The LB will retain their global score which is made up of their best score on each track, but the medals displayed will show only what they earned since resetting their progress.
