    Perks + Damage cap

    Was just wondering if perks like 9% sticky work even at the 250k cap? Like would that be 250k + 9% or is this like a hard cap?

    That is a great question. I know that pulse will bring the 65% crit hit chance over the cap. So it is possible that it will push the dmg over the 250k mark.

    Would love to know if the "new improved performance mods" will be able to push skills effects above their current cap

    Yea I often wonder this when working my build cause if its a hard cap then those little perks are useless

    If you are at the hard cap you can dial back on your base stats a chunk and let the perk do the work...

    OP - the stats on the skill card are hard capped. So if the perk increases sticky bomb damage but you are at the cap you won't get any extra damage. The skill however can do more damage than listed because things like armor, elite damage and explosive talents increase the damage.
    Skill cooldowns can be reduced further through skill haste even if the description doesn't show it.
