I've read a lot of angry posts here, and am myself one of the mainstream (i.e. majority) casual gamers who are being put off the Dark Zone by the people who are WAY more levelled up who just kill us for no reason. I have seen one idea here which seems so simple to implement and would also let you easily assess whether people like it or not: add a flag somewhere ("Settings", so there's little impact on game-screens, or maybe a pop-up when you're going through the DZ gate) which says "Option to go Rogue?". If you select 'No' you cannot be killed by other agents, and cannot kill them, but you can still run with people, taking on NPCs and looting, which is what many, many, many people are so desperately wanting to do (because it's FUN rather than infuriating and stressful).
Hopefully this gets seen and considered. Honestly guys, this is the way forward for now. Longer term, maybe the interface and UX could be modified to allow a choice of server-type to log onto, full-bore rogue servers or casual co-op servers.
While the developers could implement this PvP immunity setting, judging from their attitude on the Dark Zone it doesn't seem likely that they would add it. They want the DZ to be a place full of tension between other players rather than the pure PvE environment outside of the DZ where the only danger is AI. The issue is that the overgeared griefers don't feel any tension, because they get more than they lose from butchering people, and because most players hardly stand a chance anyway. At this point just ramping up the rogue penalties wouldn't work since they're extremely hard to win against anyway, so the only way the devs could fix this situation would be to introduce new gear that makes the current gear obsolete, and make it equally obtainable for all players to fix the gear imbalance.
But knowing Massive, they'll ignore this problem entirely to focus on the plethora of other issues that they've already claimed they'll deal with, and the DZ imbalance will increase to the point where anyone not going rogue will avoid it altogether.
I'm not going to spout the usual 'git gud' rhetoric that you're probably going to see, but that would defeat the purpose of the DZ. Sorry, but that's what the DZ is supposed to be. A place where you are unsure of who is going to attack you next. Whether it be Boomerang by the library, or the guy that just dropped out of your squad to try and shoot you in the back. Yeah, that's what going rogue means. My advice is never run alone, but always with a friend. I'm not talking about someone you just met, but someone that you have played with and run with before. Someone that you know will watch your back, and vice versa. I agree with you that that is the "design philosophy" behind the Dark Zone. But the REAL purpose of the DZ is to get people playing and enjoying The Division, so that Ubisoft make money. People like me (and I believe there are a lot of us casual gamers out there, who play in the evenings when the kids are in bed and the wife is watching TV), just want to log on, have a blast and de-compress after a busy day. We don't want to come away feeling stressed and angry, because our day jobs give us enough of that and you'd have to be a crazy person to keep coming back for more of those feelings. And the other type of players who get a buzz from killing lower ranked players drift away because that gets boring at some point. These two reasons are why people are leaving. The end game is now largely either infuriating and stressful, or mischievous-fun-at-first-then-boredom-when-you've-ganked-your-500th-noob.
They coded the DZ with a "perfect world" mentality.
They forgot, or ignored, the fact that this world has toxified into a dog eat dog mentality.. and many play games to escape (for a short time) all that BS, while many also grief because their life is broken but ingame they have the ace RL will never deal them.
10 years ago the DZ would have worked, with a few tweaks (factions/RP)
As it is now it's a bullying sandbox where the bigger a-hole gets the win in most encounters.. I refuse to be like that ingame or in RL.. we sadly are a rare breed in 2016.
But ego... demands nothing will change.. this toxic hatefest is their baby and for some sick reason they are proud of the misery they have achieved.. at least.. someone at massive is, or steps would have been taken already to separate the Rogue RP'ers from the habitual griefers (a-holes.. see above) a flag on chronic PK's.. anything other than to give them a free pass incentive.. say it's slided to far... then do absolutely nothing about it but repeat the same crap statement while the Exodus continues.
It's beyond sad.. I get the rogue mechanic,, i used to run a pirate in freelancer for years.. I get it, but at least folks saw me comming and knew my intent.. it worked.. it worked a treat.
From a psychological standpoint... It's negligent in a world already plagued with mistrust and anxiety/depression problems... it fosters the very behavior we've watched for the past few months..
but again... it's as if thats the plan.. or we'd not be having this discussion.. every hour on the hour.. every single day..

The purpose of the DZ is already defeated, the purpose of the DZ was to be something different to attract players to the game and it has failed. While I agree with you, I also think its very short sighted of you to "assume" we can all play the way you do. - we all live very different lives, work patterns, play times, and games being in the entertainment category means just that.. there is only a very small percentage of dedicated/hardcore players that play the game exactly as intended, not in this game, but any game. - most folks live complex lives, school/work/kids/family yada yada, and prefer to just pick up and play in there own "alone" time, (me being one of them) - now, for me to then get a hour or two to myself then having to look for a group just in not a valid point for me. Adding a flag in the DZ is a bad idea I agree, where it should just be a PvE instance. IF the DZ was "look guyus, this is where you go for a fight" then I think it will be more populated for folks that actually accept its values, will be less whining, more actual god forbid.. PVPing and there is really no excuse then. the folks ion the Dz KNOWS the risks, KNOWS the fact they can get gunned down then its all acceptable, as the casual players can enjoy the thing they want but at there own pace.
This after-all is part of the BIG problem that 99% of the PKers fail to see.. they are cowards lookign to take down the easy targets..you cannot deny this is happening, and you cant deny that its pretty pathetic way of game-play design, because there is a vast difference in a casual player looking for a way to spent his/her limited time to play doing daily rewards/weekly's, versus a skilled player who plays more than 6 hours a day...
I think if real PVP was added then those "Skilled(ha) PKers" will all of a sudden become fragbait because they are now equally challenged and wont have the easy kills no more.
So.. Have PvE have PvP, lets just make it so everyone can play the way they want.. and ya never know.. it might be really enjoyable because people will go to the places they want to be in at any given time..
Go figure.. a Division game where we might have fun!.. shocking I know....
